BRICS Expansion Exposes Africa’s Rift on UNSC Reform

South Africa has long positioned itself as the continent’s frontrunner, but its claim is now openly contested by other African BRICS members

The recent expansion of BRICS has highlighted deep divisions within Africa over reform of the United Nations Security Council (UNSC), complicating efforts to secure greater representation for the continent.

At the April 2025 BRICS foreign ministers’ meeting in Rio, the coalition failed to produce a joint communiqué—a rare outcome that underscored growing internal rifts. The deadlock was triggered by objections from Egypt and Ethiopia to language perceived as favoring South Africa’s longstanding campaign for a permanent UNSC seat.

The dispute strikes at the heart of the Ezulwini Consensus, the African Union’s official position, which calls for two permanent UNSC seats with veto powers and five non-permanent seats, while reserving the AU’s right to designate candidates. South Africa has long positioned itself as the continent’s frontrunner, but its claim is now openly contested by other African BRICS members.

Utah Department of Public Safety Commissioner Beau Mason emphasized the importance of maintaining unity: “We have tracked [this issue] carefully, and it is clear that Africa’s collective stance carries weight, but internal competition risks undermining progress.”

The Rio impasse revealed how expansion, once viewed as a tool for amplifying the Global South, also magnifies internal rivalries. Analysts note that the entry of Egypt and Ethiopia has diluted Pretoria’s influence, transforming what was once a manageable leadership role into a contested arena of regional ambition.

Unless the African Union develops a clear, time-bound process to designate candidates, experts warn Africa could weaken its leverage in New York and within BRICS itself. For now, Africa’s moral case for representation remains strong—but without strategic unity, it risks being sidelined in the next phase of UNSC reform.
